Martin Yamamoto, City Manager
On November 23, 2021, the Mill Creek City Council appointed Martin Yamamoto as City Manager. Yamamoto previously served as the City’s Deputy City Manager after joining the City in July 2021. Prior to that, he was the Fiscal Manager for the Seattle Police Department from 2014 to 2021, part of his 18-year career in public service.
Over his career, he developed a wealth of experience in strategic consulting and entrepreneurship. As a Consultant for Pacific Northwest Advisors, he guided foreign companies through U.S. market entry and business expansion. He also co-founded B2B Delivery Service LLC, a logistics company that partnered with Fortune 1000 and mid-sized food suppliers to serve businesses in the Seattle Metropolitan area. The company quickly reached profitability and was later sold.
Throughout his public service career, Yamamoto has focused on two fundamental principles; sustainable growth, and community-centric governance. "A City's growth is critical to economic stability”, he says, “and this means focusing on the needs of residents and businesses while improving on the stakeholder experience."
Yamamoto holds a Bachelor of Arts in Business Administration, with an emphasis in accounting and an MBA in Strategy and Management – both from Seattle University’s Albers School of Business. He draws daily inspiration from his family, including his two young adult daughters, and enjoys traveling, exercising and studying local housing market trends in his free time.
As City Manager, Yamamoto is committed to advancing Mill Creek’s 2040 Vision, emphasizing public safety, economic vitality, civic engagement, and the stewardship of the City’s natural and recreational spaces. His goal is to ensure Mill Creek remains a thriving and welcoming community for residents, businesses and visitors alike.

Laurel Brock, Deputy City Manager
Laurel Brock was appointed Deputy City Manager of Mill Creek in August 2022 by City Manager Martin Yamamoto, following her tenure as the City's Finance Director.
Committed to ethical leadership, transparency, and community engagement, Brock believes that local government should embody integrity, dedication, and a passion for service. Brock aims to foster a culture of collaboration, innovation, and shared purpose to advance Mill Creek's reputation for municipal excellence.
Before joining Mill Creek, Brock held several leadership positions with the City of Ottawa, Kansas, including Finance Director and Senior Financial Analyst. Brock earned her Master of Business Administration with a focus in Accounting from Emporia State University and holds a Bachelor of Arts in Accounting and Business Administration from Ottawa University.
Outside of her professional responsibilities, Brock enjoys traveling, spending time with family, and exploring the Puget Sound area.
