The Mill Creek City Council met on July 22, 2025, in a hybrid meeting.

Here is a brief overview of some of the items from the meeting:

•    Chief of Police Stan White swore in Sergeant Todd Bridgman.
•    State Representative April Berg presented a 2025 Legislative Update.
•    Mayor Brian Holtzclaw proclaimed August 5, 2025, as National Night Out in the City of Mill Creek and July 26, 2025, as National Disability Independence Day in the City of Mill Creek.
•    Council voted unanimously to approve amendments to the 2025-2030 Capital Improvement Plan (CIP) to add the Citywide Catch Basin Repair Project, amendments to the allocation of resources in the CIP, and amendments to the 2025-2026 Biennium Budget.
•    Council voted 6-1 to approve a redevelopment strategy for the Dobson, Remillard, Church, and Cook (DRCC) properties.
•    Council voted unanimously to approve an Interlocal Cooperation Agreement with the Everett School District for the 2025-2026 School Resource Officers.

• City Manager Yamamoto and Director Ryan introduced the South Town Center Master Plan Kick-Off.
• Council voted 6-0 to authorize the Professional Services Agreement with Gray & Osborne, Inc. for the design of the 2026 Pavement Preservation Project.
• Council voted 6-0 to authorize the Professional Services Agreement with Osborn Consulting, Inc. for the Stormwater Pipe Rehabilitation Work Plan design.
• Council voted 6-0 to authorize the Professional Services Agreement with Psomas for the Silver Crest Drive Reconstruction Project design.
• Council voted 6-0 to approve the Design Review Board Bylaws.
• Council held a Study Session focusing on the Library Park and Veterans Monument project.

The Mill Creek City Council met on June 24, 2025, in a hybrid meeting.

• Council and Staff recognized Sergeant Bart Foutch’s retirement.
• Council unanimously approved an amendment to the Plantscapes Inc. landscaping contract to extend the term of the agreement.
• Council unanimously approved letters of support for designating Ash Way Center and Mariner Center as Regional Growth Centers.
• Council unanimously approved Staff submitting a Planning and Demonstration Safe-Streets-4-All grant application.

The Mill Creek City Council met on June 10, 2025, in a hybrid meeting.

• The Mayor Pro Tem proclaimed June 19th as Juneteenth in the City of Mill Creek.
• The Mayor Pro Tem recognized former Planning Commission Chair Matthew Nolan and former Design Review Board Chair Dave Gunter for their combined decades of service to the City.
• The Police Department presented information about the City’s Unmanned Aircraft System (UAS) program and gave a demonstration.
• Staff provided updates about the Library Park and Veterans Monument Project.
• Council voted 6-0 to amend the D2 Creative LLC consultant contract for website redesign.
• Council voted 6-0 to authorize the thermoplastic pavement marking work order under the interlocal agreement with Snohomish County Public Works.

The Mill Creek City Council met on June 3, 2025, in a hybrid meeting. 

Here is a brief overview of some of the items from the meeting:

• Mayor Holtzclaw proclaimed the month of June as Pride Month in the City of Mill Creek.
• Staff presented Snohomish County’s efforts in seeking designation of the light rail stations at Ash Way and Mariner as Regional Growth Centers.
• Council passed the Ordinance related to Municipal Code updates for Housing Regulations with a vote of 6 for, 1 against, and 0 abstaining.
• Council reappointed a Commissioner to the Planning Commission, and filled the 3 open seats, two for full 3-year terms and one finishing an unexpired term.
• City Manager Yamamoto reported and celebrated the Finance Department receiving the Distinguished Budget Presentation Award for the 2025/2026 biennium budget.
   

The Mill Creek City Council met on May 27, 2025, in a hybrid meeting.

Here is a brief overview of some of the items from the meeting:

• Henry M. Jackson High School robotics Team 2910 Jack in the Bot gave a presentation about their winning season.
• State Representative Brandy Donaghy provided a recap of the 2025 State Legislative Session.
• Staff provided updates about the DRCC project and the Stormwater Management Action Plan.
• Council deferred action on amendments to the Municipal Code for Middle Housing Compliance to the 6/3 regular Council meeting.
• Council voted 6-0 to authorize the City Manager to execute a contract with GGLO for the South Town Center Master Plan.

The Mill Creek City Council met on May 13, 2025, in a hybrid meeting.

Here is a brief overview of some of the items from the meeting:

• The Mayor proclaimed May 15 as Peace Officers Memorial Day, May 11-17 as National Police Week, and May 18-24 as National Public Works Week in the City of Mill Creek.
• Council voted 6-0 to approve an amended Professional Services Agreement with Alta Planning + Design for the Comprehensive Safety Action Plan.
• Council voted 6-0 to approve the amendment to the 2025-2030 Capital Improvement Plan and the 2025-2026 Biennium Budget by increasing the Road Improvement Fund.
• Council held a Study Session on the Public Works Maintenance and Operations Facility Needs Assessment with MAKERS Architecture and Urban Design.
• Council held a Study Session on the Snohomish County Master Annexation Interlocal Agreement Template Review.

The Mill Creek City Council met on May 6, 2025, in a hybrid meeting. 

Here is a brief overview of some of the items from the meeting:

• The Mayor proclaimed May as Music4Life Month, and Jane Webber, Everett Chapter President, accepted the proclamation. The Mayor also proclaimed May as Asian American Pacific Islander Heritage Month, and May 4-10 as Small Business Week in the City of Mill Creek, which was accepted by Jeff Ritter, Director of the Mill Creek Chamber of Commerce.
• Council unanimously approved an amended professional services agreement with City Manager Yamamoto.
• Council unanimously approved an Annexation Feasibility Study contract utilizing Revitalization, Preservation, and Beautification (RPB) funds.
• Council unanimously approved an interagency agreement with the Washington State Criminal Justice Training Commission for Part Time Instructors.
• Council unanimously approved the adoption of the Comprehensive Safety Action Plan (Safe Streets for All).
