23rd Avenue SE Pavement Preservation Project

Project Update 8/14/2026

To perform roadway reconstruction on 23rd Ave. SE, the City will close half of the road at a time to complete the work as quickly as possible.

Expect directional detours in and out of 23rd Ave. SE due to lane closures, starting with Southbound (NB) 23rd Ave. SE on Monday, August 17th and Northbound (SB) on Monday, August 24th to reconstruct areas of the road where the subgrade needs repair. 24/7 closures on each lane of 23rd Ave. SE are expected to last one week each, closures extending through the weekend.

Road Work on 23rd Ave. SE

Expect contractors on site and traffic disruptions from 7:00 a.m. – 6:00 p.m. daily. Parking will be unavailable for the affected area, as outlined on posted signage.

Roadway Maintenance

This roadway has been selected by the City of Mill Creek Pavement Preservation Program to receive a pavement overlay.
This work will be phased and will occur over the course of 4 months:

  • Pre-project:  The City will replace and repair catch basins.
  • First Phase: Curb ramp reconstruction. 
  • Second Phase:  Removal of the top layer of the asphalt (milling) and asphalt patching. 
  • Third Phase: Paving a new top layer of asphalt on the roadway.
  • Post-project: Silverlake Water and Sewer District will replace iron castings in the pavement.

Key Details

  • During construction, one lane will remain open to traffic, and sidewalk access will remain open. 
  • The overlay process uses hot material that can damage vehicles, clothing, and may stick to your pet's paws. Please obey the traffic signs and flagging personnel.
     

Local Access and Parking

  • No Parking Signs will be placed at least 72 hours in advance of construction.
  • Please remove all on-street parking before 7 am, as noted on these signs, to avoid towing.
  • During the preparatory phases of work, traffic will remain open and will be facilitated by the flagging personnel. Please respect and obey their directions for both your safety and the crew's.
  • While new asphalt is being placed, there may be delays of up to 30 minutes to enter/exit properties within the project work zone in order to compact the asphalt material and make it safe to drive on. Please plan accordingly.
