NOTICE IS HEREBY GIVEN that the City of Mill Creek has issued a Request for Proposal (RFP) for Survey consultant services for the project mentioned above. The work to be performed for this project consists of furnishing all labor, tools, materials, and equipment necessary for collecting data, preparing Plans and a digital Terrain Model, and providing related services for the successful delivery of this project.

Requests for Proposals

A Request for Proposals (RFP) is a method of soliciting competitive proposals for a defined scope of work. An RFP considers and evaluates factors to measure qualification, delivery and service reputation as well as price. 

Requests for Qualifications

A Request for Qualifications (RFQ) is a method of soliciting competitive proposals that formally considers and evaluates factors to measure firms on the basis of demonstrated competency and qualification rather than price. 

Business License

You will need an active Washington State Business License along with a City of Mill Creek endorsement to sign a contract with the City. The City of Mill Creek participates in the Washington State Business Licensing Service partnership. Apply for a business license at the Department of Revenue (DOR) business license page. Terms & Conditions

The following terms and conditions apply to all submissions responding to Requests for Qualifications (RFQs)

  • A. The City reserves the right to reject any and all qualifications, and to waive minor irregularities in any qualification.
  • B. The City reserves the right to request clarification of information and/or additional information for any submission in response to an RFQ.
  • C. Respondents to an RFQ must follow all procedures and requirements stated in the RFQ document. Adherence to procedures and requirements of an RFQ will ensure a fair and objective analysis of all submitted qualifications documentation. Failure to comply with and/or respond to any part of an RFQ procedures and requirements may result in rejection of the submittal.
  • D. The City shall not be responsible for any costs incurred by a company preparing, submitting, and/or presenting its responding submission to the RFQ. This includes participation in interview(s) or other RFQ requirements.
  • E. The City reserves the right not to award any portion or all of the project if it finds that none of the responding submissions for an RFQ meet the specific needs and requirements or the project.
  • F. Any or all submitted qualifications may be withdrawn up until the date and time identified as the deadline for submission. Any qualification not so timely withdrawn shall constitute an irrevocable offer to sell to the City the services described in the submitted qualifications for a period of sixty (60) days after the deadline for submission.
  • G. A contract resulting from acceptance of a submission in response to an RFQ shall be in a form supplied or approved by the City. The City reserves the right to reject any proposed agreement or contract, or any amendment to a form supplied by the City, unless approved by the City Attorney.
  • H. The City reserves the right to award any contract to the next most qualified company if the successful company does not execute a contract with the City within thirty (30) days of being notified of selection. 

Federal Title VI Civil Rights Act Statement 

The City of Mill Creek in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR, Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
