On May 7, 2024, Mill Creek City Council formally endorsed Vision Zero through Resolution 2025-767, committing to the goal of eliminating traffic-related fatalities and serious injuries. Supported by a federal grant from the U.S. Department of Transportation’s Safe Streets for All program, the City has developed a comprehensive Safety Action Plan focused on safer street design, speed management, and equitable access.

Mill Creek’s residents deserve to feel safe on their streets regardless of how they travel, and making the streets safer and preventing life-altering traffic crashes is a priority for the City. As the community grows, proactive measures and strategic planning are essential to enhance infrastructure, reduce risks, and promote accessibility. The Safety Action Plan builds on past and ongoing efforts, using data and community input to create a framework for safer streets.
What does the Safety Action Plan do?
This analysis identifies high-risk areas and key crash trends to improve roadway safety for all users. By examining where and how crashes occur, the analysis highlights patterns in severe and fatal crashes, including factors like driver behavior, time of day, road conditions, and the presence of bike or pedestrian facilities. This data-driven approach helps the City prioritize safety improvements and guide future infrastructure projects. Key focus areas include crash trends, the High Injury Network (HIN), equity in traffic safety, and common risk factors.
