The Development Incentive Program encourages development that advances community goals, including walkability, economic vitality, housing choice, homeownership opportunities, and high-quality urban design.
Within the eligible areas, qualified projects may receive up to 25 feet of additional building height beyond the 60-foot base height when they provide one or more qualifying public benefits. This allows eligible buildings to reach a maximum height of 85 feet.
A project may qualify for the height incentive by providing one or more of the following benefits:
- Active frontage: At least 70 percent of ground-floor building frontage designed and constructed for nonresidential uses.
- Family-sized homes: At least 30 percent of dwelling units with three or more bedrooms.
- For-sale homes: At least 20 percent of dwelling units provided as eligible ownership housing, such as condominiums.
Public benefits used to qualify for an incentive must be maintained as required by the project approval, permit, or recorded covenant. The City may require documentation, reporting, inspections, or other verification to ensure continued compliance.
