Overview of Councilmember Salaries

  • Salaries for Mill Creek City Councilmembers and the Mayor are set by municipal code (Chapters 2.08.010 and 2.08.020).
  • In September 2022, the City Council approved Ordinance 2022-883 establishing a Salary Commission.
  • On October 10, 2022, the Commission approved salary increases effective January 1, 2023.

Commission Responsibilities

  • Study the duties and personal costs of council positions.
  • Survey salaries in comparable cities and assess market conditions.
  • Approve salary changes by a minimum of three votes.
  • File salary schedule with the City Clerk by a set deadline.

Commission Details

  • Composed of five members appointed by the Mayor and approved by the Council.
  • Members serve until the salary schedule is filed or a decision is made not to adjust salaries.
  • No member could be appointed to more than two terms, whether or not those terms are held consecutively.

What are the procedures for changing Councilmember salaries?

There are two methods under state law for changing councilmember salaries in a code city with a council-manager form of government:

  1. By Ordinance (RCW 35A.13.040):

Salaries can be revised by ordinance, but changes only take effect after the current term ends for each member. This may result in councilmembers earning different salaries simultaneously.

  1. By Independent Salary Commission (RCW 35.21.015):

A commission of residents, appointed by the Mayor and approved by the Council, sets salaries. Changes become effective without further Council action but are subject to referendum within 30 days of filing. This method ensures uniform salaries unless specified otherwise.
