Mill Creek City Council Votes in New Leadership

New Mill Creek City Leadership with Girl Scouts Service Unit 222

On Tuesday, January 6, 2026, the Mill Creek City Council kicked off the new year by voting for a new Mayor, Stephanie Vignal, sworn in by Representative April Berg of the 44th Legislative District, and a new Mayor Pro Tem, Melissa Duque. They also welcomed newly elected Councilmember Tannis Golebiewski and celebrated the reappointments of Councilmember John Steckler, sworn in by Senator John Lovick, and Councilmember Connie Allison. The night began with the Pledge of Allegiance, led by Girl Scouts Service Unit 222.

This change in leadership followed the December retirement of former Mayor Brian Holtzclaw, who had served on the Council for 12 years. Mayor Vignal, who served as Mayor Pro Tem since 2020 and has been a Councilmember since 2019, is currently a member of the City's Legislative and Finance Committees and participates in the steering committee for Snohomish County Tomorrow.

"As Mill Creek's new Mayor, I am honored to build on all of the Council's progress and continue working alongside my colleagues and our residents to strengthen community engagement and advance our strategic priorities, ensuring Mill Creek remains a safe, clean, and well-maintained place to live, work, and play!" said Mayor Vignal.

During her time on the City Council, Vignal has been a strong advocate for parks, safety, and economic development. She prioritizes accessibility and actively listens to residents' concerns by participating in quarterly City Chats and local community events.

Vignal holds a degree in Business Administration from Gardner-Webb University and has over 13 years of experience in residential and commercial property management. She received her Certificate of Municipal Leadership (CML) from the Association of Washington Cities (AWC) in October 2021.

Mayor Pro Tem Duque was elected to City Council Position Six in November 2021. She is a member of the Legislative Committee and serves as the Council Liaison for Mill Creek's Parks & Recreation Board. 

"It is an incredible privilege to serve as Mayor Pro Tem for our City. I aim to encourage two-way dialogue with our residents from the Council and build upon our efforts for open communication," said Mayor Pro Tem Duque.

Duque holds a Bachelor of Arts in Journalism and History from California State University, Long Beach. She is a project manager with a background in communication strategy and has over a decade of experience working with nonprofits and foundations. Duque and her husband have two adventurous young boys and enjoy the many parks and recreational programs that Mill Creek has to offer.

Councilmember Golebiewski was elected to Position Four, previously held by Brian Holtzclaw. A lifelong Pacific Northwest resident, she has lived in Mill Creek since 2003. Golebiewski's priorities include preserving green space, protecting natural resources, promoting public safety, and strengthening community engagement. She emphasizes the need for thoughtful planning regarding growth and housing, believing that Mill Creek must remain a place where future generations, including her own children, can build their lives.
