The Mill Creek City Council met on November 11, 2025, in a hybrid meeting.

Here is a brief overview of some items from the meeting:

• City Manager Yamamoto and Finance Director Lumbad presented to Council a proposed utility occupation tax. Council voted 5-2 to approve a 5% utility occupation tax.
• Council voted 5-2 to approve reallocating Revitalization, Preservation, and Beautification funds to purchase a tandem axle truck and winter operations equipment.
• Council voted unanimously to authorize an interlocal cooperative purchasing agreement with the Port of Everett for participating in job order contracting.
• Community Development and Planning Director Ryan led a discussion about a proposed economic development framework.

The Mill Creek City Council met on November 4, 2025, in a hybrid meeting.

Here is a brief overview of some items from the meeting:

• Mayor Holtzclaw proclaimed November 11, 2025, as Veterans Day in the City of Mill Creek.
• Public Works Director Todd presented updates on the Penny Creek Natural Area and discussed the property’s development agreement and future considerations around whether or not the City will take over ownership and responsibility for the area.
• Mill Creek Police Officer Mundwiler, the School Resource Officer (SRO) for Jackson High School, gave a presentation about the SRO program and its importance and impact in our middle and high school.
• City Manager Yamamoto and Director of Finance Lumbad presented to Council the proposed 2026 regular property tax levy and held the final Public Hearing. Council voted 5 – 2 to approve a regular property tax levy at 5%.
• Mayor Pro Tem Vignal presented the outcome of the Art and Beautification (A&B) Board and Park and Recreation (P&R) Board interviews. Council voted unanimously to re-appoint Deep Mangat to the A&B Board and Arianne McDonald and Austin Hendrickson to the P&R Board. Additionally, Council appointed Antonia Rice to the P&R Board for a three-year term.
• Community Development and Planning Director Ryan and Planner Horn discussed planned residential development code updates. Council voted unanimously to amend the Mill Creek Municipal Code section 16.12 regarding Planned Area Development.
• Council did not discuss the City Manager Performance Evaluation Process or hold the Study Session regarding the Economic Development Proposed Framework or the Executive Session as presented on the agenda. These items may come back to a future Council meeting.
